Merit Positions EXCLUDED. There are a limited number of non-merit employment positions. The overwhelming number of employment positions with the Commonwealth of Kentucky are within the Merit System, a system administered by the Personnel Cabinet under KRS Chapter 18A. Applications for employment positions within the Merit System should be submitted to the Personnel Cabinet via http://personnel.ky.gov, and not to this website. Your completion of the non-merit employment application set forth below will not result in your consideration for an employment position within the Merit System.
