Colonel William M. Landrum III, USA, Ret. was appointed as Secretary of the Finance and Administration Cabinet on Dec. 6, 2015. Secretary Landrum is a small business owner and retired Army officer with a substantial background in financial and administrative operations.
Secretary Landrum serves as the chief financial officer and manager of the financial resources of the Commonwealth. The Cabinet includes the Commonwealth Office of Technology, the Department of Revenue, and the offices of the State Controller, Financial Management and Procurement as well as the Department of Facilities.
Additionally, Secretary Landrum serves on a multitude of boards and commissions, addressing such issues as state investments, affordable housing, student loans, economic development, environmental issues, workforce development, technology and information services, debt issuance, and major transportation infrastructure.
Secretary Landrum brings more than 36 years of worldwide military service and corporate experience in the areas of resource management and financial operations to the Commonwealth of Kentucky. His extensive work for the Department of Defense included accounting, budgeting, comptrollership, banking, contracting, auditing, and personnel management.
During his years of military service, Secretary Landrum earned a number of commendations, including the Distinguished Service Medal. He is a graduate of the Virginia Military Institute and the University of Kentucky, where he received his Master’s in Business Administration with a concentration in Accounting and Auditing. He is also a graduate of the U.S. Army War College and the U.S. Army Command and General Staff College.
